I don't see much to appeal to me. I expect it will be like Jayce says, shiny new toy for a short while, then it'll stagnate and players will loose interest. If Spires were only in the planning stages, I'd vote "No, don't waste time on it."
But it's already largely completed, and I don't see it being a potential disaster large enough to warrant throwing away all the work they've already done on it. Better give us something than nothing.
The neutrals have already lost all their high-level, PR and town altars. It's been said they won't be affected by Spires, so implementing those doesn't take anything away from them anymore.
From the looks of that document, it'll only take something away from the PvPers, and then only if they choose to take it away. If all zones remain neutral, nothing changes for anyone. If the Kami take Void and the Karavan take GoC, both sides loose the ability to teleport into a high level zone in exchange for... higher regeneration rates in the zone they keep? Personally I'd immediatly approach the other side and offer to destroy my own spire if they'll destroy theirs

Or am I reading something wrong here?
