As far as I know the guard fame bug was fixed weeks ago... before I quit playing... Maybe I heard wrong...

In a way it is fixed.
You can't kill the guards anymore, and have to gain your fame with your faction by doing missions for them. (IMHO the by far easier and faster way to gain faction fame than by killing guards).
