Snow!

I logged on briefly before I had to go to work today and it was snowing (in game). Does it actually accumulate on the ground? How long does winter actually last?

I have not noticed it accumulate. No idea how long winter lasts as I'm an new to the game also!

Unless I'm mistaken RoS winters the snow doesn't accumulate perhaps due to a bug, but in areas like the Matis forests the snow gathers on the ground

The snow only accumulates on the ground in colder climates like the Matis Mainland, Nexus and the Zorai mainland.

The Desert and Lakelands are too warm for this to occur. As for Silan, my guess is its in a slightly warmer climate. It snows but does not lay. If you want a non-RP reason then I am guessing it is due to the lakelands having no snow effect coded into the game as it hasn't been needed. Due to there being a lakeland terrain on RoS it becomes awkward to have laid snow for this reason. I would highly doubt it was a bug.

I was told a full cycle of seasons is 18 days long. This makes each season approximately 4.5 days in length.

I think this winter in Silan has been unseasonably warm, myself. MUCH more rain than last winter.

Would be nice if it accumulated instead of a texture change each season (works good though, don't get me wrong). The overhead (storing and transmiting the information) for acc. snow might not be worth it, since it will impact the performance.
A game which shall remain nameless, does have deep snow you can sink through, and cold breath, one can hope for that in the future in SoR.
