How do I use Ground Stability?

I target a resource but when I use Ground Stability on it I get message that an extraction cannot begin with a care action. What am I doing wrong?

you need to start by extracting as the message says, when the stability bar is getting low you can use your care action to replenish it. also note the two care plan stanza's can be combined into one action.

As Rushin says...also you can group with someone and have them careplan as you extract....this will also let you use the more agressive extracting to pull highter quality Mats.
