Useless NPCs

I will agree the ones in the cities don't seem to do anything at all other than walk around. They don't cause me any lag however.

The lag I get in the cities from the NPC's is minor. But I only put choose the middle choice as well because his complaint was about the ones outside the cities or thats the way I read it.

i wish there were more npcs in the cities. i like feeling lost in big cities, among huge crowds. but i guess that might get a bit hairy for some people... they could be hermits!
