Got round it by using Macros - rather more laborious to set up than the shortcuts, but at least the Action>Target Team Member # works there.

When I started up a new character last night I found quite a number of the shortcuts had been unbound (like k: Keys, t: Target, s: Hands Bar, y: Team Window, w: System Info, x: Chat Window, c: Compass, and u: Game Configuration) and a: Action Book was rebound to b? Seemed quite a shame really.

Have a look at the patch announcement, several keys have new defaults. Yes they had a reason for it, but my opinion is that I still think it's a shame that so many were unbound.
It may have at least been helpful to have left K bound to the Keys window to make it easier to show new people how to customize theirs. A lot of that stuff will be open for them by default, so they just won't know how to turn it off, but it makes finding something like the macro window a bit more complicated.

I agree completely on the keys window, it makes things harder to understand if you don't know how to access the key bindings.
