It is not so long ago that Ailan Mac’kean, the Lady of Loria, was sworn into office.
A few days ago she received notice from the other leaders that they were planning something and needed to discuss this with her as soon as possible.
Ailan immediately replied that she would like some inkling of what this was about before the meeting, and shortly thereafter she received a detailed message from Emperor Dexton himself:
Dear Lady Ailan,
I want to thank you for your interest in this matter. But first, let me congratulate you on wining the election. May your decisions for your people be wise.
Now, let me explain what this is all about.
As you certainly know, our peoples have grown stronger after the Great Swarm, and we have been able to avert many kitin threats to our countries. This gives us hope that we might be able to rid our old lands from the kitin as well.
Therefore we are in need of thorough exploration of the territory.
The Atys Rangers have promised help with these explorations, however there seems to be one problem. There are a lot less homins in our old lands than it was the case before the Great Swarm. We would therefore have to leave the outposts which were built for the refugees.
Here, too, there was an offer made by the Atys Rangers. However, this requires that all nations work together as one.
We know that you seem to have certain problems with the Zorai, much like we do with the Matis. Nevertheless have we decided that we will do everything in our power to carry through this plan. The Rangers have offered us the use of their camp for the support of the refugees, as well as a base camp for our explorations, providing that every country supplies a trainer.
The camp of the Atys Rangers is situated at an ideal location, near the Ruins of Silan and along the way of the exodus as discovered and marked by the great Oflovak Rydon.
I hope that you, too, will pledge your support.

As you requested, here is the information we have about the history of Silan:
Silan was founded a long time ago near the jungle. It was a very flourishing city and many skilled botanists gathered there to develop things undreamed of by anyone else.
Many years ago, however, Silan was abandoned due to an epidemic outbreak of unknown origin. After the last healthy Homins had left Silan, some of the most talented botanists cunningly grew the roots around the city to cut off all access to it from the outside, thus hoping to protect the rest of the Homins from this terrible disease.
When we discovered the remains of this city, the disease seemed to have disappeared and we found the plateau around the ruins to be an ideal place to defend against the Kitin. It was also in a central position along the way of the exodus, which was discovered by Oflovak Rydon. We decided, therefore, to build our main camp for our journey to the old lands there.
Some of the tribes known to us have also previously decided to settle in that region, it seems.
If you desire to find out more, it would be necessary to go there yourself, although I doubt that this will be possible.

Dear Governor,
We are delighted to hear about your interest in botanic affairs
We enclosed the Little encyclopaedia about the flora of the woods, written by Lirni Gillo, who has was killed by a fruit of the Dorotea in 2505.
This little encyclopaedia will give you a short view about the plants in the woods.
In and around Silan we had modified some plants to forage resources out of the ground. Mainly:
The Crolice, because of the deep roots.
The Alinea, because of the resin
The Cratcha, because of its intelligence, to forage only raw materials which were needed.
But some botanists made mistakes and the plants particularly the cratchas acted on their own and destroyed the city and became dangerous to homins.
Now, however it appears to be safe,.

Then she wrote letters to the other leaders:

We would like to inform you with this letter that we support your plan to defeat the Kitins and remove them from the old lands, but I am sorry that I think that we have to close the old camps immediately.
