PVP, if implemented as part of a larger PVE content change/addition, can be a good thing. What must be understood that SoR does have a war story built-in automatically. When you have both factions, Kami and Karavan, reference each other in a negative light then it stands to reason that some sort of PVE driven war will come about, as well as a secondary PVP element as part of that PVE war. Now, with that said, what does this mean for PVP on Atys? It means it will have be more carefully crafted with the PVE in mind. PVP without consequence/reward is pointless, and it becomes a gankfest not unlike a traditional Godwars MUD. I do think people with one faction shouldn't be able to enter a hometown aligned with the opposite faction.
That may make things more hairy, but I think since all players start with a low faction rating that this will often be avoided by avoiding faction-only missions. This wouldn't be too unlike SWG prior to certain 'additions[read as mistakes]' to that game. In that light, factional PVP can be fun if the PVE content it there to make it worthwhile. It's just to make a controlled gankfest where no in-game events related to the story alter the outcome of the FvF-PVP then it won't be worth its addition to the SoR franchise.
Another way to make the FVF-PVP less unbalanced is to make permanently tagged on. I know this is unpopular, but if you've fought for one particular side to gain faction to a certain limit, it makes no sense to have you running around a Kami or Karavan area when your faction makes your interactions with such npcs 'deadly.' But there can be a way around that too, consider how the story right now does not say anything about a war starting yet. Outposts are referenced as part of the start of the setup for a war, but in itself it doesn't mean literally a war. So, until Nevrax makes some big patch change, I don't see a reason how FVF-PVP should be anywhere but outposts and Prime Roots as well. That's where the PVP will count, because now it's homed back on its purpose; to make the player part of the story and conflict.
But then again, I can see a number of ways of doing the same story/war immersion without PVP as well. These are just a few ideas of how to handle it since it is already in-game.

You don't need the PvP flag to make the guards deadly. They can do their attacks based on fame. That actually makes more sense in an RP sense than the PvP flag. If it was purely based on PvP then you could simply turn it off to wander into the 'enemy' camp. I'm not sure that I agree about the story not mentioning war. We have been told that Jena is coming to attack the Kami. We were told to build temples to make the Kami/Karavan stronger for the coming battle. We were given access to OPs so we could drill the Nexuses (read the load screen) to get resources. These resources would enable the Kami/Karavan to "control the whole of Atys".
Sounds like a war brewing to me.

The war is brewing, but the question is really a war? And that is something no one but the story writers at Nevrax know...I'm not sure that I agree about the story not mentioning war. They do attack the enemy of their Civ Faction , they dont and shouldnt attack on Cult (Kami/Kara) Faction grounds , they are Civilisation Guards not Cult Guards -for that go to the Temples
EDIT - It is strange for Guards to ignore battles close to them , but their responce should be to put down "trouble makers" within the Town/City limits , more like a policing role but I think that would only lead to an escalation , with ppl pulling the Guards out etc

That makes sense too, but aren't certain Civs aligned in a particular manner? Like the Matis government seems to be openly Karavan, and the Zorai seem to be openly Kami. With Fyros and Tryker as sympathetic to their sides, but not officially supporting...? Perhaps, it's best to keep the civ alignment since it seems the Factional alignment of each even civ has not be fleshed out.

Theres a whole lot more than just two sides , its not just Good v Evil , Dark v Light , if they made it more two sided than is you may as well get rid of the Races all together and only give ppl the choice of Kami or Karavan.
SoR has more diversity than that just ppl tend to overlook it and only think in terms of Kami/Kara , thats the big problem with so called "Faction" atm its Cult that most ppl talk about , your real Faction is Cult + Civ + Guild (not necessarily in that order)

Yeah, I would like to see the tribe factions taken into account, cause I want to make an RP character that's neutral on the whole Karavan V Kami conflict.

not having any baggage from other MMO games, I have always thought "carebear" was a useful descriptive term for the actual Kamis, and therefore Kami followers can be accurately descibed as Carebear Worshippers..dazman76 wrote:......
