Well, i've seen the other threads, and they really havent answered my question...
When should I get out of the starting area?
I'm nearly level 20, so I was just wondering when to do so.

As others often post, the era of starting areas has come and gone. It's probably best if you come over to the mainland now. There are both new and old players you can befriend and adventure with in the capital city areas.
As always, this community shines brightest when welcoming and nurturing its newbies, so please do not hesitate to ask all the questions you have -- both here and in-game!

This game is very fun so far, a little confusing at times, but fun
And ok, i'll head out to the main zone as soon as I finish killing off this horde of Yubos.

Comming to the mainland..
It's more like a question you ask yourself:
Do I have a firm enough grip on the controls to move around, and not get killed instantly. In simpler wordings, do I feel ready to get out of the playground?
If you can answer this with a 'yes' get going.
In case of a 'no' get asking and practicing untill you do.
Mind, you won't need to know everything there is to know, but the basics, enough to go around and your ready, whatever level you might have.

I'd say that a good guide is how confident you feel about travelling between all the towns on the starter isle. Whether you sneak and dodge the aggro or just mow down all in your path, if you are perfectly happy getting about (even if you do get killed) then you're ready to come to the mainland.
