Faction neutral homins will have access to some TPs from the zones below 200, regardless which faction owns them; but not all of them.
They won't have access to the 200 and 250 regions TPs.
they won't have access to the Prime Roots TP either. However, they still have the respawn points near portals.
They will have access to the Nexus.

What about the "undetermined" status homins? Can they tp anywhere or nowhere? Can homins and guilds remain "undetermined" for an undetermined period of time?

make neutrals pay a lot more for tp tickets (and fame ?), dont take tp's away.

PR may be neutral but the kami and karavan OWN the teleporters. Unless some genius tryker builds his own teleportation and revival system i don't think neutrals have any say in this matter.

Actually, I use the Kara Windy Gate portal to get to Scorched Corridor to dig. It's hardly a difficulty..rather easy for me. The kinchers and kipuckas nearby are much more aggressive but with patience (or speed and melee protect) can be dealt with easily. The bandits haven't given me any trouble since I've come back (in November, I believe). I only dig in Flaming Forest when there's some KT and I don't feel like dodging Nymton and Pakuh. Also, if I wanted to get into FF, I could use the Kara TP in Oasis (if it's operational by then.
On a side note: While I do sympathize (sp?) with the neutrals, I'm looking forward to these changes. Personally, I want to see what happens when I got digging in SC. Not only do I have to dodge aggro bosses but aggro homins.
And, lol@Richky. I'd rather prefer no kami tolerance bar in karavan-aligned zones for karavan-aligned foragers. ~.-

As always, I see people on both sides of the fence, although, the majority seem to oppose the changes as they stand now, which if history is any indication, simply means Nevrax is sure to impliment them regardless. I think you have to draw a line between storyline and practicality. Do the changes make sense from a story point of view? Sure they do. Are they practical, will they bring positive things to the community and attract more players to Ryzom? No. Taking away people's ability to do the things they enjoy doing is never a good way to grow a community, but it's a good way to alienate your current community. For me, this very much seems to be the straw that finally broke the camel's back. I keep hanging in there, with diminishing hope, through every bad decision that Nevrax makes trying to make the game more like every other MMORPG out there. Perhaps they still don't realize that most Ryzom players play because it's NOT like other MMORPG's. So much potential, squandered. Oh well, screw it, enough ranting....

I normally wouldn't bother commenting, but frankly, I think people are not viewing things the right way. You say the kami/karavan wouldn't want to help neutrals? I'd say they'd be idiots not to. They should be trying to convince neutrals to join their side. You don't do that by ticking people off.
Instead of removing existing abilities, why not add new ones? I suggest letting neutrals have the access to teleports they have right now - that's the sample of what the kami/karavan can do for them, intended to make them want more. Only restrict the newly activated teleports, and any other rewards given.
