I think that a lot of the players will actually pick a side, while a minority of the players will remain neutral. That being said, the effects you mention will be a lot less severe. GoC will still be very busy. PR will still have people leveling in it. there will just a be a few people who can't be bothered to make a hike to them.
Actually, the effects WILL be more severe than you could wish for. Remember something called global FvF comming 'soon'? I think Kami followers can forget about their foraging in GoC for instance as there' s no doubt that region along with a lot of other Matis regions will become controlled by Karavan spires, while most Fyrosian and Zorai regions will be Kami controlled. (seen from staus quo pov)
Now what did we learn about fame, faction and Altars? 1) you will not be able to use an opposing faction' s Altar; 2) you will not be able to use your own faction' s Altar if the region is being occupied by the opposing faction.
So we are going to see a severe serious shift in territorial occupancy no matter what, people will suddenly be stuck with semi-useless foraging skills no matter what, we will indeed see a new breed of PR foragers, supreme materials along with black and white coloured materials will become (more fought over and) a more rare commodity but all of a sudden: so will some choice and excellent materials, even quartered materials from named mobs.
At first I was a bit reluctant to the changes; I don' t really like getting things you are used to after a year of play or more being hampered, but oh boy, I can already smell the huge profits to be made from smuggling materials from one region to another!
