If all levelling up was disabled would this game still be fun?

Levelling is necessary to gain access to more 'bricks"/new actions, but I just play and let the levels happen. Ryzom is quite fun to explore without feeling that you MUST level to enjoy the game. That said, there are many areas that i cannot even get close to yet since i cannot survive attacks by the mobs patrolling the area. As an example, I cannot leave the Matis homeland to make the run to the nexus point to Fyros yet. Also, I am more of a harvestor/explorer than a mage/fighter etc.
