Is there any list, out of game, of all the skills. Not just the lines, but the skilld in the lines with associated skill point costs?

I am reasonably experienced with this game and I am not aware of one.

There may not be one as the skills have had a lot of adjustment right up until retail. Patch 1 will likely also change some of the skills once again.

Yes there is. the "A" key will open up a window that lists all your leveling lines. Select the appropratie leveling line, then to your right you will see all the skills available per level, including skills you've bought, and skills you skipped. To the right of that are ADD-ONS or enhancements.

For instance, you will have FIGHT, at L20, fight branches off to MELEE, and RANGE. Clicking on either fight, melee or range will tell you the available skills.

that is all in-game .. the poster was looking for out of game.

The in-game will also only show you past the next branching. at l20 fight you will not see the skills that will be past L99? (i think)
