I think hire npc should be limited to outposts only.
If one wanted a healer go find a team, that is no longer soloing when there is more than heh? This is team/guild based game also. What happens if everybody go gets his own hire and while we are at it his own kingdom...
Maybe a better idea is to implement a better LFG system.

this wasnt always a team/guild game most people who liked the solo part of SoR started playing this game before chapter 1 and dissapeared with soloing after it was added=/

Anyway, harvesting is not imposible solo. Is tricky, yes, hard, yes but not unfair like high level melee or magic. So imo careplanners would be nice, but not 100% necessary. LOL, in this way you will want to hire a harvester (lev 250) and careplan for him in PR to raise your PR harvesting.
And about teaming. If you hire a NPC you are in team with him (or her). So you are not able to join teams.
Ah, about heals... you need a better than lev 60 healer to go in high level areas.
