Lowlvl Homins will accompany high lvls, but won`t even dare to attack only with low lvl companions. That`s for sure.
The lowlvl Homins first have to prove their willingness to support the Homins and to get stronger to support them.
Their first point of action will be improving in Level not in outposts.
More than anything else I hope for concerning outposts, I hope that you are wrong about this. If outposts are to be only for the level 250 people, then in my opinion, no matter how many cool feautures the outposts will have, the whole outpost system is already a failure simply because most people will never get to play around with them.

They will not only be for high level players. The dev I spoke with specifically said that there will be some for lower level players.

An outpost right outside the main city, a guild interest in high member numbers would see this as a ideal 'recuitement' base. I am sure if they had their way they would have a guild outpost on Starter Isle, just so they could gather the masses as soon as the appeared.

Oh that`s interesting, but just a question will arise out of this.
What chance is there to defend as a low lvl guild, if a guild with Homins of higher lvl, looking for PvP decide to attack such a low Lvl Outpost run by low lvl Homins, just to win a fight after having lost the recent ones, perhaps even they lost their outpost.
A behavior of a kind of expressing frustration and demonstrate to themselves they can achieve something? As defenders are not that strong the op will chance side soon, won`t it?
Ah I see, some other guild seeing that there is happening such a cruel thing will engage won`t they? Mmh, not to be sure about that, finally.

I would assume that it is less expensive to deploy defenses in a low level area than a high level area. So a guild with an outpost in a low level area may be able to deploy a formidable defense against a high level guild attacking it.

Also diplomacy goes a long ways for a lower level guild. If you're not that high level, make an alliance with a guild that is.

Yesh! One of the things I'm looking forward to with regard to outposts, is the impetus it will give to meaningful diplomacy and networking. The powerful guilds that are generally considered to be acting like "bullies" may well find a vast army of disenchanted guilds bulwarking the defenses of whoever they try to attack... while the guilds with a good reputation in the community will flourish. This also ties into lawrence's last message in the CoC thread - the guilds & individuals who are known for bad behaviour will find themselves in a precarious situation if they persist in their unpopular ways.

Thats one of the reasons i posted earlier about a lvl cap (maybe slightly over the regoin lvl max) , clearly a low lvl team would need the NPC's guarding an outpost to be at an apropriate lvl for that region in order to take the outpost in the first place, but there would also have to be a method of ensuring the outpost stood a chance against a higher than region lvl team attacking -only thing that comes to mind is a cap or the NPC guards automaticaly mirror the lvl of the attackers
