Error: The shard is down

Just wondering what is up. I checked and all servers ar reported as up, but when I try to accept the T&C, I get the shard is down message.

Looks like they have a memory leak in the servers or something.

I noticed that sometime in the last few days they must have changed their internal network. I use to get 18 hops on a trace route and now it is over 20 with everything over 16 with pings turned off.

I have seen 0 packet loss up untill I hit the game server. This would suggest they have router issues or the server itself is getting messed up.
