I am a Buckler specialist, but with enough mats, I can make a degrade of a full. I make Q190 now, and would just need to "learn" the full shield plan. I can tell you what I need, or acquire it myself. I am on the eastcoast, so if this does not suit in-game meeting before the weekend, PM me here. It will be costly though.
