Several weeks ago I read that Neverax was expanding the testing teams, and remember seeing the phrase "We had to make the money before we could spend it."
Now they are saying that the reorganization is happenening because "We still don't have the kind of player base in SoR etc..." and "We don't have a choice."
Possibly I'm being nit-picky here, but I fail to see how these statements jibe when you consider the fact that the reorganization has been in discussion for "several weeks"

Effectiveness is not mandatory bound to money. This might be true, but is no necessity. Lower income is not the same as upcomming insolvency. Lower income still can mean "operating with (lower)profit".

If your income doesnt go up, then try to lower your expenses. Thats exactly what Nevrax did.
Maybe the saved money will be invested in bigger Test Teams (or at least a small part of it)

This is just general to all organizations who want proffit over loss.
Rule #1 in the corporate world, don't let your investors see you sweat!
So they give statements that show they have a very good flow of income and the company is growing its internal employee base, while actually behind the scenes its a totally different story.
This decision was made through the cooperation of all there partners pitching in with ideas, and I am sure, somewhere on the table was 'leave it as it is for now', then, the evil profit forcast spreadsheet was passed around between the big wigs.
"why is this column red", someone asks from behind a keyboard in a dark closet, "because we forgot to advertise", another person chimes in.
"What do you plan on doing about this, we have been preparing this game for live for 2+ years, I want to see black, not red", the loud voice booms from behind the curtain
"well, we will tell everyone that plays the game were expanding, get them excited about patches with content, then we will thin our employee base, merge servers, follow up with an announcement that the next major content won't be until after E3 and see what happens", was heard from a small voice behind another keyboard
"Very well, give it a try, but if it doesn't work we will shut down all the servers but 1 and make everyone from all servers play on the same machines, so I hope your suggestions work", the loud voice booms
"what about the players?", another voice chimes in
"they will adapt, they always have", the loud voice booms

"WE WANT CONTENT, WE WANT CONTENT, WE WANT CONTENT"
"someone shut that door, its anoying" a voice from afar off chamber shouts
"someone bring me our marketing corospondent, I need to work on some television commercials and news paper adds" an odd voice shouts
