Does Parry/Dodge cap at lvl 250?

I can tell you that dodge (without modifiers to armor, etc) will cap at 250. Dodge is your highest level +/- any modifiers from weapons and armor.

Can modifiers take it over 250 though.

Edit: probably best be clear what i'am asking.

If i get to lvl 250 1h melee will I still get a benefit from the parry modifier on the shield.

Yes.
Have over 250 dodge.
250 from highest skills and getting benefit from armor
