The only flaws I'm seeing with this idea is A) there is very rarelly a number of people in any small village at any given time. These places are usually desolate (when I'm on anyway) and there's no one to defend them. Second is, what would be the consequence if no one defended the village? Loss of the village? Other than that it's a good idea, just suggesting that things like this seem to be overlooked. Especially with the consequence thing, without them the attacks would be ignored most of the time.
Also, I don't really agree with the whole dropping of weapons thing. That's not how this game has been, it's understandable if there are npcs attacking, but kitins don't generally carry swords (at least not that I've seen
