AND when I check on the number of well organized guilds that have the amount of members that are involved enough to care, we have waaaayyyy more outposts then guilds now.
The SoR manual has quite a few pages on outposts, it can be downloaded somewhere on the main site. (too lazy to look for it now).

On the subject of fame = number of members, only the fame that the members get while in the guild has an effect. Therefore its not entirely true that more members gives you more fame, it just helps because you can have more people adding to the fame.
