Toolcrafting is only usable if you have outpost materials, it enables you to make tools that might have a few boosts, fo example a pick that might prospect sources that don't blow up. If I'm not totally lost, you can only get missions from the city welcomer when you have negative civilization fame, once you hit 0 you can get from all the others aswell
