Lost use of slot 1 in hands window?

If I manually click an action in slot 1 of Hands (upper left slot) I can
do it but pressing number 1 does nothing. When I remove the action from
slot 1, all I get is new action option.
How do I recover use of the 1 on my keyboard?

press k to open the key setting window, in the upper right corner there's a button labeled "New key" try creating the setting for that key with that function

That doesn't work. I have no clue which stanza i want to make that slot work just like all the others.
