Patches/Fixes Schedules...

How come you can't do it around 2-4 am EST, when NO ONE plays, won't mind sleeping or won't affect our brothers and sisters who play in different time zones?
Just a suggestion.

they do these kind of things during french office times as they apparently have quite harsh laws regarding work times <_<

Maybe they don't want to be working at 2 AM!
They probably have a life (unlike a lot of us players!)

As I recall, French time is about 6 hours ahead of east coast time US. Thus, if they did the patch from 9AM to 1PM local time (presumably labor laws are not so strict that they forbid working during those hours, though you never know), it would be from 3AM to 7AM here in the US. That would be much better!!
I agree with the original poster here (notice he did say "EST" in his post).

if they do it 9am - 1pm local time thats gonna interfear with the English server so they cant win either way to be honest atleast this way all servers feel it and not just the american one escapes it
they should stop using ats as a test server and use it as a mirrior server so we have no downtime just switch us to the patched server and let us get on with as this is the first patch they have even listened to the ats players on anyway

When I worked in Paris, the working hours were strictly between 8am and 5pm, everyone took there lunch at the office I worked at, between 12:00 and 1:00.
It was explained to me that there work was based on some sort of contract you sign when you get a job, that states your hours of work, and people just don't work past them.
I had a specific job I was there to do, and the building I was in, I had to get permission from the security officers to be able to stay later, but then I was still restricted to 8pm and I had to leave the building.
France (Paris) has several 24 hour dance clubs, so to say the least, they do have people who work past 8pm.
I don't think it has anything to do with labor laws as much as it has to do with work contracts.
Most places I had dinner at, I ate around 9pm, so people were working in the restaraunts.
European countries in general are more laid back when it comes to working, and they enjoy there free time emencly, and trust me, I loved working over there, alot less stressful.
I found this being a similar situation in Germany (Moerfelden), England (Ashby/Stavely and Birmingham), Holland (Amsterdam), Italy (Milan), Switzerland (Interlauken).
They all work during hours there contracted to work, and they enjoy there personal time with there friends / family, after working hours.
I honestly can't blame them for not wanting to work extra hours, I know I wouldn't want to if I lived there.
I spent close to 6 months total traveling between the countries, and let me tell you this, they have a wonderful way of life.

Again, since the hours we're talking about here fall squarely in the middle of the working day, I'm not sure why any of what you said (which I understand and makes perfect sense) would apply here.

Doing it during the hours that they're currently using, noon to 4PM French time, is arguably worse for players in Europe also. The change suggested above would benefit everyone.

Because Z, people want them to do it during the AM hours, and its just not going to happen, what I said explains the reasons why.
Well, its how I justify why they do it during the hours they do.
