Yes, no.
At least that's my impression from messages on the forum and in game.

1) yes if your fame is high enough with the race you want to buy the appartment from

2)No, 1 appartment max, wherever it is.

how much does one cost? and what is the advantage or whatever to having one? and where do u go to get one? thanks

it's an immobile packer that you can only view from the inside and can only be viewed by you
to get it you have to walk around in the main cities and talk to certain npcs, don't know the name offhand

In each town, there's "Homin Apartment Caretakers". They sell aparments for 1M. It's basically a little additional storage. I'm not sure how much exactly but I've heard it isn't a lot.

Hopefully, they'll add something more interesting to apartments at some point.

I've been told it only holds about as much as a packer. But I have no experience with them myself.

i would like the ability to craft items for apartments/guild halls, such as paintings, vases, furniture, etc...
