Defensive spell/defensive combat effects

OK another noobish question...

I had Stun1 trained on my mage and was trying to use it on mobs. The spell animation is quite nifty, but I really don't see it having any affect on the mob. The mob doesn't slow down, it get a little gold sparkly around its nose for 3-4 sec, and that's it. Maybe even the gold sparkly is coincidental, because I do see that sometimes when I'm just blasting away with Acid or Cold.

Similar issue with my melee macer with Slow1 trained. I use it, sometimes 3-4 times in a row (hoping that maybe there is some kind of cumulative effect). Zilch. Nada. Nicht.

Why would I even want these skills if they don't seem to do anything?
Am I missing something here?

Stun stops them dead in their tracks if you have a lock. If you do ANY other action (heal etc) you lose your lock and the effect ends. If you have no circle animation above your head you dont have a lock. Slow on a mace I have not used myself but a friend who was quite good swore by it...

Another method of slowing an attacker is to use melee attacks that target the front legs / arms (depending on the mob type). BTW doubletap, I think I speak for all of us when I say how much I appreciate your guides and your answers to questions. Thanks!
