I just went to mainland and am in zora. I cannot find a low level raw material merchant, just a high level one. I am looking for lvl 20 mat. Anyone know where to find him/her?

Try Min-cho or whatever the name of the city is that Zorai refugees arive at.

In Zora, in the first city. As you enter the city there's a small market place down a slope on your left. They should sell what you need.

Try clicking on the map to get the city view. I know it is harder to navigate around Zorai territories, so when you explore using the new map, I would add a few pins when you find what you want.

Thanks for the help. I found who I was looking for. There was another merchant outside the Raw materiel merchant's building and I had not looked in there thinking it was a merchant in front of instead of in his building.
