<Not Responding> waiting to connect

Hi, I am putting in my connection information, login and password and hiting the connect button, and all I get is an hour glass and no response. I ran the ryzom_recover, and the system did patch, however still the same result.
I then tried to open an e-mail ticket and got a response that tsaid "Could not connect to databaes. Check your config.php DB _ * settings" "Reason: (Too many connections)"
Any help here, Is this on my end or is there a logging in problem currently?
