To raise your sap, buy Will stanzas

There are also some stanzas to regen HP and Sap faster. Metabolism for HP, I don't remember for Sap. Anyway it's written when you right clic on stanzas at your trainer.

Wisdom is the Stanza for increased Sap regen
Intel for amount.

If anything, be sure to save up your money and buy an elemental staff; they typically sell at q20 for near 10k... not a nice price, but it's worth it.
