Where does the excess xp go?

I have noticed on newbie island that if you are 100 xp from a level and gain 1k from a mob, your new level is empty. Does the excess xp not roll over to the next level?
I believe it's directly applied to suckling yubos on the starter islands. That's why they're all making chew-toys out of newbies- they're all 250 in close combat now. Incidentally, they also get the decimal points of materials we can't harvest. All those .7 units of supreme materials are now ql 250 supreme-quality suckling yubo teeth.
