Its a game and there is no ownership of harvest sites. Only the knowledge of where those sites are. Following harvesters is a bit lame, but then those harvesters will just have to be careful about who's around when they use them.

Some harvesters have come out strong about keeping harvest spots to themselves (the knowledge of those sites at least) and they're entitled to do that. Just as others are entitled to follow them to those sites.
