What are the criterias to make a suggestion an actual "Hot idea" ?

I seem some of them which have 0 votes + 1 vote. It does not make any sense as to why they are considered a "hot idea" !

I think 'hotness' is just based on which items have been created/voted on recently rather than anything to do with number of votes
