Hi New Player as well

been wanting to play this game for a while, now that the level cap is gone im really really wanting to play this game except that i havent got an account yet, one question though how often do they let people get a free account i keep getting this message
"Sorry but it's too late; all new accounts have been taken. We'll make more available regularly, so please come back later."
by later what do they mean by that few hours days weeks months?
