Action Malus and dodge. Does it effect the rate?

I am going emphasis on dodge and want to specialize in close combat. Does action malus conveyed from heavy armor effect the rate of dodge or will I dodge the same in light or heavy armor?

No the action penalty itself does not effect dodging. Each piece of armor however has it's own dodge attribute, I don't know how that works though, but light armor may have higher base dodge stats.
Wearing heavy armor I dodge just fine.

I make my hvy armor with a 70ish dodge mod on combine. I seem to dodge alot against single mobs, but as soon as I get even 1 more mob beating on me I get hit just about every single time and see only a few dodge messages.

Same here , i got the feeling that you dodge better the mob facing you, not the extra mobs on the sides or in your back.
