Ok, so what time IS it in Atys?

I know I saw this before...it was a clock that someone made that showed the time and date and all that in Atys.
Question is...is there a constant time in Atys? For example if it says it's 3 o'clock there...that means that it's 4pm here and 9 am in Australia (or whereever)...and so on.
I hope this makes sense but I think it would be much much better to say "everyone meet on THIS day and THIS Atys time." Then everyone would know that that means a certain time for them.
I hope this makes sense..if anyone can point me in the right direction let me know.
