Question: Karavaneer Guards?

Ok, I'm trying to align myself with the Kami and they ask me to go kill 1 Karavaneer Guards. I'm in Cites of Institution and have looked high and low for them but can't find them anywhere. Can someone please help me out or point me in the right direction?

As I recal, there are 2 I think, Maybe just one. One will be just out side and slightly north of Jen Lai. The other will be just out side Min Cho, East a bit, around where Igakya spawns.

There are at least three. The one not mentioned is east of Hoi-Cho, just south of the entrance to Big Hand Border Post.
