Question about Cho

Will Cho be a server/shard with NEW characters (not players), starting out, so everyone is back to scratch. Or can you move your old player to that server/shard.

New and old players.
All charaters are Cho grown and just over 2 weeks old.
No transfers, no trading from other servers
