I need more consensual PvP... don't you?

Even though I seldom do it, PvP ranks high on my "fun to do things" list. Indeed, while PvE is sometimes challenging, after a while most people learn how to find patterns and how to beat the (often really dumb) AI. On the other hand, a human opponent is ever changeable - no matter what tactic you discover, someone will find a way to counter it... your enemy is always impredictable and adaptable.
I am coming from a very competitive game, where the main rule when you saw a flagged person was "kill first, ask questions later". At the same time, we were a honorable guild, who took great care to avoid griefing of any sort.
The issue is the definition of griefing: in Ryzom, because of the "peaceful" tradition of the game, almost any PvP action can be considered griefing - attacking a flagged person wearing focus gear is griefing, raiding a city of the opposing faction is griefing.
Since I play for fun, I also mind about what other people consider fun. If a particular action is considered as griefing then I won't do it, regardless about what I think about it. However, I am frustrated, because of all these rules there is not much PvP to be had.
I'm asking Nevrax for help. What I would like to see is a very simple scenario-like map. But permanent.
It should have 2 spawn points, one for each faction - 1 km apart.
Very simple rules: you declare for one camp or the other, you port there, you have to defend your camp against ppl from the other faction - or can attack the enemy camp.
No rewards, no penalties, no hard feelings - just a bit of fun if and when you want it.
A nice touch would be to add a few NPC to help defense - that would help balancing the game somewhat if the 2 sides are not of equal power.
