Go to Yrkanis.
Wander near the stables.
Sit on your hands.
I promise you will not gain faction points.
If you want to play the game and not get facion points, just be sure you don't complete any missions...for anyone. That should keep you safe.
But, as far as I have been able to tell, fame doens't really matter unless you complete one fo the rites of citizenship or swear alligience to one of the factions. Both of them you have to do on purpose.

Shad is correct, but you also should refrain from killing tribes as they often are aligned and may change your fame.
Unless your desire is pure neutrality, you can also recieve faction fame working on your civilization fame. Your natural racial fame (if you choose to become a citizen of your race of birth) favors a faction as well as certain other races... of course this goes the same in that it will be lower with others. Neutral isn't easy and does not mean the same for all... play the game the way you feel most comfortable with, anything can be undone if you make some mistakes along the way.

Play as you like, declaring allegiance with any civilization or cult is a conscious step. Sure you make it more or less hard maybe if you decide for a side later.

Don't worry about being "gimped". It is VERY possible to play the game as a neutral character.
Just don't do any faction (Kami or Karavan) missions, and don't do missions from tribes.
You'll want to do missions for each of the races, because chances are you'll eventually want to do some rites. I'm currently badly in need of doing that myself, just too lazy.

If you want to be neutral, all fame is capped at fame 50, meaning that's max.
You might like to do some missions anyway to get access to the rites, they are great to add info in your personal encyclopedia; some even give specific bonuses
And you should also be aware of one more thing, choosing a civ or faction later will further restrict some and open up others. As an example, if you should work your fame up to 50 with the Trykers and the Zoraï - and then becomes a Tryker citizen. You'll instantly loose all fame with Zoraï, but Tryker fame may be raised to 100

In case you haven't seen it already you might be interested in
this guide. If you're going to stay neutral you might also consider joining one of our neutral guilds (VeniVediVici, Order of the Dragonblades, The Samsara) but you don't *have* to by any means
