R2 question: NPC Agro rules

What kinds of rules can we create that will govern NPC's and whether they go agro or not? For example, can we tap into the fame system at all and say NPC "A" will agro if your Kara fame is below zero? If we create a tribal camp, will it be a specific existing tribe and will it follow the agro rules that same tribe has in the main world?

Will we be able to use karavan and kami characters?

Don't suppose you can tell what the agro rules/triggers are for each of those units? Or if the agro-triggers are definable by the person creating the scene?

hehe, I just had an image of setting agro-triggers that make no sense and confusing the crud out of someone:

Oudknoei: Nice scenario; good morning mister Karavan guard.
Kara Guard: *shoots Oudknoei*
Oudknoei: You're not a real Karavan guard! Someone left behind a saboteur.
Kami Sentinel: *rez Oudknoei*
Oudknoei: Right. Now I'm definitely on the other side of the looking glass.
