I raised my fame to 31, talked to the Priestess of Jena and answered all the questions but i'm still neutral... What i have to do?

check your mission journal. most probably you need to kill one "Kami Adept" NPC.

You can find him on the hills just to the south... the ones that you have to stand on for the amber rite.

How come some Homins never learn we DO get them in the end.

It´s just like with those Bandits. You´d think there wouldn´t be any young homins left who´d be dumb enough to be drafted into such a brigand band.
