PVP with neutrals, how?

I am researching the possibility to have some RP-driven fights between two or more teams. Please point me in the right direction if this has been answered before:
Teams with Karavan PVP-ON vs teams with Kami PVP-ON
All teams have some neutral characters.
Location is Loria/Lakelands
Can the neutrals ever be dragged into the fight? If so, how? (speaking game mechanics ofc)

The only way neutrals can PvP is in an outpost battle or in the PR. Otherwise they can't get involved in pvp.

I could be wrong (and I'm sure I'll soon be corrected
), but I think that, if they have PvP ON then they can be attacked but can't attack first.
Once they've been attacked, they can fight back.

That was the original idea, but it never went onto the live servers.

The way i see "neturel" is that youve chosen not to fight. i think the way the game is, is that if you want to attack a kami then u are karavan, and if you want to attack a karavan then you are kami
neturels are tree hugging love everyone, not hate everyone.

Yes sure, this scenario would not be a religious war, but more a robbery. The alignments would just be there to trigger PVP if it comes to violence.
Neutrals would maybe want to defend the team against robbers. Well I was more curious how to work with / around the game mechanics discussing than the meaning of neutrality (which has been done before). Thanks everyone

2: PvP challenge option when you right click (will tp both teams to a temporary pvp area) - not done this for 6months tho
