Yeap, you gotta learn crafting 2 to craft at Q20, and Craft 3 to Craft at Q30, etc. the restriction is not on the newbie island though.

You should be able to level to L10 easily with ingame materials and probably another 20k for buying materials. Do crafting missions in the newbie island, they fetched good returns.
