edit: if you undetermined, fames are not caped to 50, but they keep their values. "white bar" is all the way to 100 too. oops

As documented. They change when you change to nuetral (or kami/kara or civ)

It was documented that they would reflect neutral status until you picked, and revert to the higher numbers once you pick, when possible

You seem to have a mild case of mis-understanding.

All new characters will be neutral.

All old characters are unspecified until you change.

You can also become unspecified when your guild changes civilisation or faction.

When unspecified your fame can not change AND you can not buy any tps. When neutral your fame can change, and you can buy tps.

last time change probably, checked patch notes third time and indeed, one may read current behavior from there.
