Sure, the attackers could use this strategy, but the defenders too. And as the NPCs themselves won't be aggro by mobs, there would still be some work to do...
Since the above quote was related to a specific situation, please keep in mind that we always deal with such situations on a case-by-case basis. There's a difference between making use of valid strategies in order to achieve a tactical advantage in combat and behaviour designed to ruin the fun for other players.
What is the official stance on the childish tactic of pulling aggro into the enemy lines?
All you said in the above quote was "it depends."
Give us the black and white of it, if the GMs have to sort through every single case, they are going to be working late nights.
And can we have the punished publically posted? It might act as a deterant to other mentally-challenged folk.

Um this is probably a little bit off topic.
But why is this behaviour any worse then when fully battle ready homins kill harvesters in tehir focus gear?
I mean atleast the fighters have a way chance at defending themself whilst a digger getting hit by several nukes don't even have the slightest of chances.
So I guess what I'm trying to say is that it is FvF area when you entered it you automaticly consented to have mobs dragged upon you.
Wow as someone who disslikes pvp that felt really good to say

Sinful already covered this, but to recap:
If a group of mobs is pulled on you, you and your team will die and get DP.
The pullers team will live, and rez the puller.
The puller can hit invul. and become something of an unstopable martyr.
It is a cheep trick that only the worst players of the game would use.

You are still agreeing to it by entering the FvF area.. you know it is happening in there so by entering you are consenting.
I would like to point ou tho that I do think it is an absolutley disgusting way to kill other homins at. But you can't really say that you didn't expect this from the moment they introduced FvF in Ryzom? Traning mobs is one of the most effective way to get rid of someone you want removed and is happening in all games that it is possible to do it in.
And well no I don't think that it would ever be possible to ban someone for doing this sort o things since it is way to easy to actually do it by misstake (not that it is what is going on here tho, both Kami and Karavan are clearly doing it on purpous)

As far as I can tell, its not against the CoC (can't find a mention of it in there) and the Q&A rounds suggest that it is a legal tactic.
As for a list, go for it. Doubt any of us will truly be all that concerned about it though. "ohh... him.. hes a bad boy", but thats all it is... no slap on the wrist even, so kinda worthless. I've yet to drag on anyone, however, I take great joy in Fearing the kincher. They always seem to make a bee-line for the opposing forces.

You can't do that because of the data protection act in the united kingdom (and various other acts that protect privacy, around the world)

No, you are not consenting to having mobs pulled onto you.
This is why they where going to change the CoC to make things like this clear.
However, it appears that Nevrex have yet to do this.

*Pimpslap* for perpetuating the myth of consent.
So long as that gameplay stance (FvF/PvP) is linked to meaningful and effective content you're not consenting to anything by being forced to enter the area.

I have nothing against someone who fears a kincher. They really dont have 100% control over the outcome and it really cant be avoided. Affliction users have a right to use their skills as well.
Lets keep the issue clear.
People intentionally running close to Kinchers to draw agro and then running to their enemies.
This is not the same as running agro to NPCs. NPCs dont get or care about Death Penalty. Players get and would rather avoid Death Penalty in most cases. Happens enough times you've seriously impacted a players ability to enjoy the game and progress through it. The "case by case" seems kinda of a weak answer; however, dont quote Q&A where the scenario was dragging to NPCs and thinking its tehe same as dragging to Players.
