Simple :
Nope, it´ll be free. You´ll just have to pay a "nominal fee" if your Stuff should get uploaded on the Nevrax Servers. And if it fits into the World, it´ll "run free" eventually.

The fee is only if you have Nevrax host the settings you make (they will be playable 24/7).
If you don't want to pay a fee, you host the settings yourself (they will only be playable, when you choose).
R² will be free, SoR is required for it to work though.
