Billing problem

Hello,
Got to the last step of the verified by visa portion. Only to encounter the message "There was a problem interpreting the verified by visa response
At this moment, we cannot confirm your payment yet. We are waiting either for you or the financial institution to receive information concerning your payment" When i checked back into my profile under the table transactions my status was cancelling. There was no option under billing ID to cancel that transaction and start a new one which there used to be. Thus i have no way to restart the billing process.
