I always had the idea we should be able to create banks and loan out dappers. :( And charge interest....and if they can't pay, their soul is yours. >.>

wrong, a german browser-game managed that about 2 years ago, it even has law courts and only 10-20% of the game is played on the battle field

That almost looks like it is an in-browser text-based game though. I can't really tell as I can't read a word of it or anything ;P That is just the impression I got from the few images I saw

Lots of MUDs have player government of one sort or another. But none of them have the scale, scope, or budget of Ryzom.

Do we really want this in Ryzom? I have enough of this in RL thanks. ;)

IMHO every game that allows players to possess something that can be taken from him by force involves politics. Every game where groups compete for something does as well. A government is just an institution introduced by certain kinds of politics.
