It has been reported as a bug and it plans to be greatly expanded.
Even with mats all stacked often people can only get guild halls to about 4500 bulk, this is only enough for a guild hall for 10 people or so. If they truly want a large playerbase and strong guilds they need to allow for like 30 times more room and access to the guild halls to anyone the leader of a guild approves.
Of course this has all been reported and is being addressed. (according to nevrax)

my main thing is that mats don't stack, to stack items in a gh/apartment you hav eto remove the item, put it in your packer and then take it off your packer and place it back in the gh/apartment, it should auto stack everywhere

Bag -> GHall = Don't stack
GHall -> Bag =
Stack
Appartaments <-> Bag = Don't stack
Packers <-> Bag = Stack

That clears up some strange behaviour

The other thing that sucks is moving things in and out of the GH is all or nothing. Can be a serious pain when you only want to snag enough items to craft one thing, or to give someone just a few of something you have lots of.

The biggest problem with this arises when they increase the stacks to 999 instead of 99. You can't hold 999 mats so does that mean you will not be able to withdraw any of them?
