Yes, it is under the melee weapon skill tree currently.

Also, it's usually the second to the last item in the list. There are currently two staves listed, one is simply a melee weapon the other is the magician staff. Make sure you have the correct plan.

Thanks for posting this info gralen. I didn't see it in time to aviod wasting 30 Sps but I'm kinda getting used to that sadly...

Every player (tester or not) gets bitten once in a while, sells a sword they wanted to keep or some other such silliness. I've taken to clicking, reading and then reading again everything I sell/learn so as to try and minimize my own mistakes.
